Part 19190 is a quarter-inch spacer machined from Delrin, an acetal plastic that keeps its shape under load and slides against metal without lubrication, which is why it turns up in spacer and bushing positions across vacuum assemblies.
A spacer's whole job is holding a fixed gap, so a piece that has been crushed or has gone missing lets whatever it supports, a wheel, roller or pulley, drift out of alignment. Reusing a flattened or cracked original after a teardown is a false economy: even a small dimensional error at this one point can throw a belt out of its running path or let a wheel drag where it should spin free, and the labor to redo the job later costs far more than the spacer itself ever will.
