That lets you confirm the tubing lines up cleanly with the plate's opening instead of discovering a misalignment after the drywall has already gone up around it. Leave a little slack in the tubing run near the plate rather than cementing it drum-tight, since framing can shift slightly as a house settles and a rigid connection right at the plate is more likely to crack than one with a small amount of give built in.
