This is the screw-on base plate for the Sanitaire SC889A commercial upright, part 5572632, sold under Sanitaire's Quick Clean base design that lets the sole plate come off with the removal screws rather than needing the whole nozzle housing disassembled.

Replace the base when the plate has cracked, when a mounting boss has broken off so screws no longer hold it flush, or when the height-adjustment or brush roll opening has worn enough that suction leaks around the edges instead of pulling through the nozzle. Because it is a screw-on design, removing it for brush roll access or belt changes does not require prying at clips, just backing out the screws that hold the Quick Clean base in place.
On a commercial machine that gets serviced routinely, a screw-on base pays off over the life of the vacuum: technicians can pull it for a brush roll or belt change without the base's mounting tabs taking the wear that repeated clip removal causes on other designs.
