Part 17398 is the brush roll belt for older Royal uprights, and the same belt fits the GE, Cadillac and Westinghouse uprights built to that design.
These are metal-bodied machines that outlive nearly everything else in the house, and the belt is the one part they need regularly. As the rubber ages it hardens and goes shiny, stretches, and slips on the motor shaft under carpet load. The brush roll turns slowly or stalls under pressure, the machine leaves fluff behind it, and there is often a smell of hot rubber after a few minutes' use. On a vacuum this old, the belt in it may well be the original.
Fitting is straightforward: turn the machine over, take the sole plate off, and loop the new belt over the motor shaft and brush roll. Clear the wound thread from the roller ends before closing it up.
