A rubber gasket, part 2036679, closes off one internal joint on the Bissell 1697 and 1698 uprights, keeping that connection tightly sealed while the machine runs.
A vacuum only performs when suction pulls unbroken from the nozzle through every internal connection, so each joint along that route is a place where performance can quietly slip away. Rubber that has spent years clamped tight between two housings eventually stops springing back to its original shape, and once it takes that permanent set, outside air starts finding a way in through the gap it was meant to close.
The effect is subtle rather than dramatic. The motor sounds exactly as strong as it always has, yet pickup at the floor falls away, and the machine needs extra passes to do work a single pass used to handle. Because nothing looks broken from the outside, this seal is rarely the first suspect, and plenty of more visible parts get replaced before anyone finds the joint actually responsible.
