This is the valve from the water tank of the Bissell SpinWave spin mop, part number 1611571: the small sprung fitting in the tank's outlet that opens when the tank is seated on the machine and closes again the moment you lift it off.
When the valve fails it does one of two things. It stays shut, so the pump runs and no solution reaches the floor however full the tank is. Or it stays open, and the tank drains itself down the machine and across the floor as soon as you set it down. A perished seal on the valve gives a slow weep rather than either extreme.
It fits the SpinWave 2039, 20391, 2039A, 2039T and 2039W. Worth checking before you replace a whole tank, since a tank that empties itself is far more often this valve than a crack in the plastic.
