Bissell changed the brush roll partway through production of the PowerLifter Pet 1309, and this is the later one: part 1604104, the shallow-groove roller. It suits machines with a date code after 14309101E, printed on the underside, and the earlier deep-groove roller will not interchange with it.
Assuming yours is the right vintage, the reasons to fit a new roller are the ordinary ones. Bristles flatten with use, hair binds the ends until the roller drags on the belt, and the machine starts leaving pet hair on the carpet that a second pass will not lift.
If your date code falls before 14309101E you need the deep-groove version instead. This is the single most common ordering mistake on the 1309, and the code takes ten seconds to read before you buy.
