The two parts do separate jobs on the same edge. Below the line, the front plate governs how the nozzle enters the pile, and the soft carpet version is shaped to stop the head burying itself and gripping on plush flooring where a standard plate would seal down and make the machine heavy to push. Above the line, the bumper takes the impacts from furniture and skirting so the housing never has to. Damage to either is worth addressing as a pair, because both sit on the same leading edge and both shape how the head behaves at the start of every stroke.
