Part 10002-BK is a black replacement bleeder valve for central vacuum power units.

A bleeder valve is a small pressure-relief fitting that opens when suction rises too high, such as when a hose kinks, a tool seals flat against a surface, or a hose is left plugged into an inlet with nothing attached. Letting in a controlled amount of air keeps the motor from laboring against a fully blocked airstream. A valve that has stuck shut stops doing that job, and one that leaks constantly can rob the system of suction it needs for normal cleaning.
