This is the 120 volt charger for the Wessel Werk battery-powered power nozzle, part 19.1156-300. It is the mains supply that keeps the nozzle's battery topped up between uses, and it is matched to that nozzle's charging circuit rather than being a general-purpose adaptor.
Chargers usually die at the cable rather than in the electronics. The lead flexes where it leaves the body or the plug, conductors fatigue inside intact-looking insulation, and the nozzle then charges only when the cable is held at a particular angle, or stops charging altogether. A nozzle that runs for a fraction of its old runtime is often a charger problem rather than a battery problem.
Use only the correct charger for the nozzle. Voltage and current have to match the pack, and an approximate substitute is a good way to damage a battery that was otherwise fine.
