Before assuming a Bissell 2144's battery has given out, work through the adapter first, since it fails at a much higher rate than the pack it feeds. Part 1610982 is that adapter, and swapping it costs a fraction of what a new battery runs.
Dock the machine with a fresh adapter plugged in and give the indicator a minute to respond. Nothing lighting up, a light that comes and goes on its own, or a unit that appears to charge and then quits within a couple of minutes of use, are all classic charger symptoms rather than signs of a spent pack, and telling the two apart from the outside alone is close to impossible without simply trying a known-good adapter.
