This orange cloth bag assembly is the commercial shake-out style used on Royal metal upright vacuums with a top-fill design, part 2066248BG0. Rather than swapping in a fresh paper bag every time it fills, you empty this one by hand and put it straight back on the machine.
Cloth commercial bags trade some of the convenience of disposable paper for a fabric layer you reuse instead of replacing at every fill. The top-fill opening is where debris collects as you vacuum, and it is also where you reach in to shake the bag out once it fills, which on a machine used daily can mean emptying it more than once during a shift.
