Part 1KJ1103000 is the filter cage for the Dirt Devil 082750CA Vision, the rigid frame that holds the filter media stretched in position so incoming air has to pass through it rather than slip past the edges.

A cage that has cracked or bowed out of shape lets the filter shift or sit unevenly in the housing, and once that happens, air takes the path of least resistance around the media instead of through it. Suction and filtration both suffer together, even when the filter itself is still clean, because the cage is what keeps the seal tight in the first place.
