The housing is the sealed box the filter bag lives in. Every bit of air the motor draws has to enter through the bag collar, pass through the bag media and leave through the pre-motor filter, and it is the housing that forces the air to take that route. Crack the shell or break a latch anchorage and some of that airflow finds a shortcut instead: pickup at the floor falls away and fine dust reaches the motor side untreated. Pet households work this component harder than most, with heavier soil loads, more frequent bag changes and more contact with furniture legs and door frames.
Taking the housing complete rather than patching a split returns the shell, the mounting points and the sealing faces to standard in a single fit.
