This is a 90 degree extra-short elbow for central vacuum tubing, part 765503W, made by Canplas under its Vaculine line in white PVC. The short-radius body is what lets it turn a line inside a shallow wall, and Canplas lists it for 2 by 3 inch walls as well as 2 by 4.
The 2 by 3 figure describes the wall the fitting has to fit inside, not the size of the pipe. Canplas's own fitting description has it installed on the back spigot of a mounting plate to connect that plate through to the piping system, which is exactly the spot where a standard sweep elbow runs out of depth. A long-sweep elbow belongs everywhere else in the run.

A short-radius elbow forces air to change direction more abruptly than a long-sweep fitting does, and every abrupt turn in a central vacuum run adds a little resistance the motor has to work against. On a run that already has several turns, an unnecessary short elbow can be the difference between adequate suction at the far inlet and a noticeable drop off, which is why installers reserve it for the tight spots that genuinely need it.
Dry-fit the elbow before gluing to confirm it clears the stud bay and lines up cleanly with the mounting plate or pipe run it is joining, and check the part against your own system's diagram, since fitting series and colors vary between central vacuum brands.
