Part 1610369 is the filter assembly used across the Bissell BOLT Lithium cordless line: the 1954 (sold in variants under 19542, 19543 and 1954R) and the 2133 hand vacuum.
A clogged filter forces the motor to pull air through a restriction, which drops suction and shortens how long the battery lasts on a charge before the vacuum feels weak. Because this is a cordless hand vacuum, that effect is easy to notice: the motor works harder against the blocked airflow, pulling extra current from the battery on every run and cutting into how long a single charge lasts.
Rinse or replace the filter every few months depending on how often the machine runs; a filter that still looks gray or dusty after a rinse and full dry is due for replacement rather than another cleaning. Let the filter air dry completely before refitting it, since a damp filter loads with dust again almost immediately and can leave a musty smell in the exhaust air.
