Part 1613055 is the post-motor foam filter on Bissell's Zing and AeroSwift bagless canisters, the 2156 series, including the 2156A and 2156E. It is the last stage in that machine's airflow, sitting downstream of both the pre-motor filter and the main HEPA filter assembly.
Because it only works on what the two stages ahead of it miss, this filter never looks dirty the way a dirt bin does. The signal is a musty smell at the exhaust vent, sometimes with suction that feels weaker than an emptied bin would explain. Both point to foam that has loaded past the point of doing useful work.

Give the foam a full day to dry after rinsing rather than refitting it damp, since trapped moisture chokes airflow and holds the same musty smell you were trying to clear. Wipe the housing while the filter is out, because dust settled around the seat can keep even a new filter from sitting flush. A bagless canister has no bag stage ahead of its filters, so all three load faster than the equivalent parts on a bagged machine, and checking this one whenever the bin is emptied costs nothing.
