This lock ring, Hoover part 13306, is the small retaining clip that keeps the release lever shaft in place on the Hoover 3616 upright. It does nothing but hold the shaft from sliding out of its bore, which is exactly why it is easy to lose during a repair and easy to overlook as the cause of a fault.
When the ring pops off or snaps, the shaft is free to work sideways and the release stops engaging cleanly. The lever feels loose and vague in your hand instead of clicking positively through its travel, and eventually it stops catching altogether.
Seat the new ring fully into its groove when you fit it. A ring left standing proud will walk straight back off under vibration and put you exactly where you started, usually at the least convenient moment.
