Part 46512003 is the 3-wire PTO cord listed for the Hoover U8418 V-Series upright. A power take off cord is the run of wire that carries current onward from the machine's own supply to a powered component, and on a vacuum it flexes every time the machine is pushed, pulled and put away.
That flexing is what eventually kills it. A conductor can break inside the jacket while the outer sheath still looks perfectly intact, so the powered end cuts out intermittently or stops working altogether while the suction motor keeps running normally. Cracked or frayed insulation is the more visible failure, and exposed copper at the break point is a shock and fire risk rather than just an inconvenience, so a cord in that condition should come off the machine rather than be taped over.
