This is the lower motor mount for the Hoover 3005, part 169294: a moulded rubber block that cradles the bottom of the motor inside the housing.
Its job is isolation. The rubber holds the motor square in its seat and absorbs the vibration a spinning armature produces, keeping it out of the rest of the machine. Rubber hardens and cracks with heat and age, and once the mount has perished the motor can move. The vacuum develops a rattle or a buzz that was not there before, the noise changes as you tilt the machine, and the motor bearings carry a load they were never meant to.
Unplug the vacuum before working near the motor, and check that it sits square and fully supported on the new mount before reassembling.
