The drive belt for the Oreck U2000RB-1 and U2000RB2L-1 commercial uprights, part 430001009, also listed for the UK30100PC. It runs from the motor shaft to the brush roll and is the only thing standing between motor power and carpet agitation.
Belts stretch as they heat and cool, and a stretched belt slips. The roller turns slower than it should, then stops turning altogether under load while the motor carries on as if nothing had happened. What you see is a machine that still has suction but stops lifting anything out of a pile; what you smell, once the belt is slipping against a stalled roller, is hot rubber.
Clear hair from the roller ends when the new belt goes on, because a dragging roller is what kills belts early.
