Electric telescopic wands carry power to the powerhead through a cord that runs inside the tube, and this male-to-female wand cord, part 12.61136-305, is the Plastiflex replacement for it. It is listed for the Plastiflex 5704.
The cord flexes every time the wand is extended or collapsed, so the conductors work-harden and the pins at either end wear loose. The symptom is a powerhead that cuts out when you telescope the wand, or that only runs when you hold the wand at a certain angle. Left alone, an intermittent connection arcs at the contacts and pits them.
Replacing the cord restores steady power to the brush motor without touching the wand tube itself. Unplug the machine first, and check that your wand takes a male-to-female cord rather than a double-ended one before ordering.
