Part 9690741 is the pre-motor filter for the NSS Pacer 12UE commercial upright - the stage between the bag and the motor.

Its job is to catch what the bag misses, and in commercial use that includes everything that gets through when a bag has been overfilled or split. Fine dust reaching the motor settles on the windings and holds heat in, and a motor that runs hot has a short life. The filter throttles the machine as it loads, too: suction fades across the whole run, the motor note rises, and it starts to smell hot on a long job.

Check it monthly in daily service and change it when it is grey right through rather than merely dusty on the surface. It costs a small fraction of the motor it is there to protect.
