Part B355-0314B is the swivel cuff at the hose end of the handle on Tandem Air hose assemblies built for Riccar and Simplicity uprights. The cuff lets the handle rotate freely where it meets the hose, so the hose does not twist and kink as you move the wand from side to side while cleaning.

A cuff that has worn out or cracked lets the handle bind instead of swivel, and a hose that keeps kinking in the same spot near the handle end is the clearest sign to check this part rather than the hose itself. The cuff is a separate wear item from the swivel inside the handle grip, and the two are not interchangeable with one another.
