The swivel cuff for the hose handle on Riccar and Simplicity Tandem Air upright vacuums, sold as part B355-0314B. It is the rotating collar where the stretch hose meets the handle, and it lets the hose turn freely instead of winding up on itself while you work the attachments around furniture.
When the swivel binds or cracks, the hose twists, kinks and eventually tears at the joint, so replacing the cuff early protects the more expensive hose assembly.
