This is the articulating link between floor head and tube. It carries the airflow, the electrical feed to the brush drive and the entire steering load of the machine, which explains why a worn one produces such varied complaints. Heavy or notchy turning, a head that refuses to lie down for under-furniture work, and brush drive that cuts in and out as the joint flexes are all the same underlying fault seen from different angles. The electrical symptom is usually the one that decides it: if the roll stops and starts as the head is swung left and right, the conductors inside the neck have fatigued at the bend.
