The F-12 is the HEPA filter Dirt Devil's Vision canisters use, and F954 replaces it in the 082660, 082700 and 082750.
Canister vacuums push their exhaust out at knee height, straight across the floor, so a spent HEPA filter is unusually noticeable. You get a dusty smell and a visible drift of fine particles stirred up in front of the machine. Suction falls off at the same time, because the air has nowhere easy to go.
The filter drops into the same recess the old one came out of. It is worth checking the model number on the base of your Vision canister before ordering, since Dirt Devil ran several filter shapes through this line and the F-12 is specific to these units.
