Part 86139590 is the on/off switch for the Windsor VS14HEPA and VS18HEPA uprights - the rocker that makes and breaks the motor circuit every time the machine is started.

In commercial service that is thousands of cycles a year, and switches wear out mechanically long before anything else electrical does. The contacts pit, the rocker loses its snap, and the machine begins to need a wiggle or a second push to start. Sometimes it cuts out mid-pass when the cord is moved. It is worth fixing early, because an intermittent switch is the sort of fault that gets an otherwise sound vacuum written off.

Unplug the machine before opening the housing, and photograph the terminals before pulling the leads so the replacement goes back exactly as the original sat.
