This is the standard brush roll for the Bissell Pet Hair Eraser 1650 upright, part 1608855, and it fits the whole 1650 series: 1650A, 1650C, 1650P, 1650R, 1650W, 16501, 16502 and 16508.
A vacuum sold on pet hair pickup asks a lot of its brush. The bristles are what stand the pile up and flick embedded hair loose before the airflow takes it, so as they shorten and splay the machine slides from picking hair up to pushing it around. The usual complaint is a carpet that still shows tracks after a slow, deliberate pass.
Look at the roller in good light before ordering. Bristles that no longer reach past the roller body, or rows worn shorter in the middle than at the ends, both mean it is finished. Clear any hair banked against the end caps when the new one goes in.
