The nozzle seal for Bissell upright carpet cleaners, part 2030217. It is listed for the ProHeat 1846 and 25A3 and for the PowerSteamer 1370, 1622 and 1623.
A carpet cleaner lives or dies on its seals. This one closes the joint at the nozzle, and when the rubber hardens the machine stops lifting water: you go over a patch three or four times and the carpet is still wet, or a fine spray works its way out of the joint instead of being pulled back to the tank. The rubber gives itself away by feel, since a good seal is soft and springs back while a spent one is stiff and holds a dent.
It is a cheap part that restores full water recovery, and worth fitting new any time the nozzle comes off for other work.
