Strain relief is what stops a tug on the power cord from reaching the terminations inside the machine, and on these SEBO models that duty falls to a single moulded clamp. Part 1030UL is the replacement: it holds the cord on its intended path and absorbs the load before the conductors ever feel it.
SEBO shows the clamp at position 170 on the SOFTCASE CE12 sheet, listed there as the strain relief. Once it cracks or loses its grip the cord is free to move at the entry point, chafing its jacket against the housing edge and pulling directly on the internal connections, which turns a minor moulding into the cause of a much larger repair.
