Part AC86WBKV1000 is the speed control circuit board for the Panasonic MC-V7388 upright. It is the electronics between the switch and the motor, handling the variable speed setting and the indicators that go with it.
Board faults imitate motor faults, which is why they get misdiagnosed. The machine runs at one speed regardless of the setting, cuts out and restarts on its own, refuses to start while the cord and switch both test fine, or lights an indicator that makes no sense. A motor that has already been replaced and still misbehaves points squarely here.
