This cloth outer bag is stocked under part 430 as a Titan-style upright bag, and it is listed to fit comparable Panasonic, Sharp, Riccar and Simplicity uprights built around the same outer-bag design. The outer bag is the cloth shell that wraps around the disposable paper liner inside it, not the liner itself.
On this style of upright, the cloth shell usually gives out at the seams or at the collar opening well before the fabric wears through anywhere else, and once that collar stops sealing tightly, air slips past the paper liner instead of being pulled through it, so suction drops even with a brand new liner installed. Swapping in a fresh outer bag restores that seal so the liner can do its job again.
