Part B480-9600 is a small coiled spring that loads the bag mount on upright vacuum cleaners, keeping constant tension across that fitting so the collar snaps home square and holds its position for as long as the machine keeps running. It is a modest-looking piece for how much it affects whether a bag stays seated properly.

Springs like this give out gradually rather than snapping. Years of being flexed open and released each time the bag is changed slowly stretches the coil, and a stretched coil delivers less holding force even while it still looks whole to the eye. What you notice first is usually small: the bag hangs a touch crooked instead of square, or the collar needs an extra push or two to click into place where it used to seat on the first try. If the collar still refuses to hold with a new spring in place, look at the mount tabs themselves for hairline cracks, since a damaged tab can produce the exact same symptom as a tired spring.
