Inside the bag chamber of a Hoover Concept II, the dust bag hangs from a support strap that holds it open and in position. Part 36131050 is that strap.

It does more than tidy the bag away. A bag held where it belongs keeps the air path sealed from the nozzle, through the bag, out to the motor. When the strap stretches, tears, or comes adrift, the bag sags off its seat, dust slips past the collar instead of passing through the media, and suction goes with it. A drooping bag can also foul other parts of the chamber and tear itself open on them.

The strap fits the Hoover Concept II upright. Look over the bag collar and its seat while the chamber is open, since a bag that has been hanging wrong usually leaves wear on the mount as well.
