Bissell catalogs part 163-1295 as the replacement brush roll for the PowerForce upright, models 3334 and 3335, and that is what this is.
The roll is the part of an upright doing the mechanical work: its bristle rows turn against the carpet and break dirt, grit and pet hair out of the pile so the airflow has something loose to carry away. Suction on its own takes what is already sitting on the surface and leaves the rest packed in.

A PowerForce that leaves a strip of untouched pile behind on a single pass is usually telling you the roll has stopped carrying its share.
