Part 164-1363 is the dirty water tank assembly for the Bissell Little Green portable spot cleaner, built to catch the soiled water and lifted debris pulled up during a cleaning pass and hold it apart from the fresh solution side.
Bissell publishes this tank for the 3857, 3857F, 38572 and 3860. In service it is the seal that usually decides how long the tank lasts: once it stiffens or takes a permanent set, the tank stops holding vacuum and the machine leaves damp streaks instead of pulling the surface dry. Drops and knocks account for most of the rest, since a portable spends its working life being carried to the mess, set down on hard floors and emptied over a sink.
