Product details
Bissell part 1626486 is the geared drive belt for the 3071, and it also runs in the 3067, 30673, 3071C, 3072, 3072C and 3109. Unlike a plain flat belt it has moulded teeth, so it drives the brush roll at a fixed speed instead of relying on friction.
That is also how it fails. A geared belt does not usually stretch and slip, it strips. Teeth shear off under a jammed brush roll or wear round with age, and the roller then stops dead while the motor runs on happily. If the machine sounds completely normal but the brush is not turning, look at the belt teeth before anything else.
Check the pulley teeth while you are in there. A chewed pulley will destroy a new belt in short order.
