The Bissell 23T7 upright is switched on and off with a foot pedal, and 2037599 is the pedal itself.
It is a plastic molding stamped on several times a day, so it wears at the pivot and cracks across the face. What the owner notices is that switching on takes two or three tries, that the pedal feels vague where it used to click, or that the vacuum shuts itself off when the machine gets jarred. A pedal that has broken outright leaves the switch beneath it exposed and awkward to reach with a foot.
The switch and the pedal are separate items, so it is worth pressing the switch directly before ordering. If the machine runs reliably that way, the pedal is your fault and this is the fix. Unplug the vacuum before trying either.
