The rubber cap seals the clean water tank on a Bissell SpotClean, and part 1600028 is the replacement. It is a small part with one job: keep water where it belongs while the machine is tipped, carried and set down again.
Rubber hardens with age. When this cap goes you get a wet patch under the machine, a tank that empties faster than the job accounts for, or a spray that stutters because the tank is drawing air past the seal instead of feeding the pump cleanly.
It fits the SpotClean 5207 series, the 2513 machines, and the 7786 and 9749 portables. Push it fully home when you fit it, since a cap sitting proud by a millimeter leaks exactly like a perished one, and check the tank neck for grit while you have it apart.
