Every time the cord goes up for storage on a Bissell upright, it loops over a molded hook near the top of the handle, and part 2038055 is that hook's replacement, sized for the PowerGlide Pet 1044, the PowerGroom Rewind 98N4, the Turbo variant sold as the 68C7, and the 12B1 and 1240 uprights.

Habit is usually what does this hook in, not a manufacturing flaw. Give the cord a quick flick to free it instead of walking it off by hand, and the hook absorbs a jolt of sideways force it was never engineered for, cracking at its base or tearing loose from wherever it anchors into the handle. Once that happens there is nothing left to catch the loop, and a cord left hanging free will eventually find its way under the moving brush, chewing through the outer jacket faster than anything else in normal use tends to.

Once the plastic itself starts to give, no amount of tightening brings the hook back. A hairline split that has not let go all the way can still catch the cord for a stretch, which makes it tempting to keep using a hook that is already partway to failing, right up until it lets the cord slip mid-task with no warning.

A screwdriver and a few minutes at the handle are all the new one calls for, no further teardown required.
