This felt seal, part B350-8701B, serves the bottom housing of a power nozzle and is cut from FE038 felt. The base of a nozzle has to stay sealed along the floor side of the airpath: where the felt has thinned or torn, air takes the short route in through the gap rather than through the carpet, and the brushroll stops lifting soil the way it should.
