Part 1624521 is the complete brush roll for the Bissell 3339 Pet Hair Eraser Slim and CleanView Pet Slim, cast in the machine's ChaCha Lime finish. The same assembly covers the 2831, 2897, 3070, 28311 and 28312.
Bristles do most of the actual carpet cleaning on these machines, brushing embedded pet hair and dirt up to where suction can reach it. Repeated contact with carpet fiber flattens and wears those bristles down over time, and once they lose their shape the roll can spin at full speed and still leave the pile looking untouched.
Long before the bristles themselves give out, though, hair and thread wrapped tight around the roll's ends and bearings can drag its performance down on their own, so it is worth clearing those wraps first. If the roll still binds or spins unevenly once it is free of debris, worn bristles or a bent core are the more likely cause.
