This is the brush rotor for the Sharp EC-TU4700 series, part NRTR-A004VBE0. It is the roller that runs across the nozzle carrying the bristles that beat dirt out of carpet pile and sweep it into the airstream.
Rotors are wear parts. The bristles shorten and lay over until they no longer reach into the pile, and carpet cleaning falls off even though suction is unchanged. The classic sign is a machine that does fine on hard floors and disappoints on rugs. Bearings and end caps go too, and they announce it with knocking, squealing, or a roller that will not spin freely by hand.
Clear wound hair and thread from the roller ends while you have the nozzle open, and check the belt at the same time, since a rotor that has been binding will usually have cooked the belt as well.
