This is a thread guard for Riccar and Simplicity brushroll assemblies, sold as part number B490-3305. It sits alongside the agitator and keeps pet fur, loose carpet thread, and long strands of hair from working their way toward the roll's ends, where that debris would otherwise wind into the bearing and stall the brush outright.
Once hair reaches a bearing, a routine five-minute cleanout turns into a stripped brushroll, which is why it is worth inspecting the guard whenever the base plate happens to be open already. Clear away anything already wound around the old guard before fitting the new one, and inspect the replacement itself periodically, since a guard can stop functioning well before it shows visible wear.
