Felts are the soft cushions wedged between the rigid plastic sections of the airway, at the bag-mount collar, the throat leading into the nozzle, and the fan housing itself, and they are the reason a bagged upright stays sealed rather than merely bolted shut around loose joints.
These parts wear out through ordinary use, not a defect. Repeated compression flattens the material permanently, oil and fine dust work their way in over months of runtime, and eventually the felt loses its ability to press back firmly against the surface it seals.
