A thin strip of felt closes the last gap between the nozzle housing and the bottom plate on the Titan T3200 and its close relatives, and this is that piece, part B283-1500.
Fuller Brush's FB-JFM and FBEZM share this design, and so does the Simplicity and Riccar pairing of S20EZM and S20PET, along with the Carpet Pro CPU250 and CPU350. Felt is a soft, low-cost material, and over time it compresses under the plate's clamping pressure, mats down with the fine dust that inevitably works into every seam, and eventually tears along the edge that gets flexed each time the plate is unclipped for a belt change. Unlike a broken hose or a snapped belt, a flattened felt seal rarely announces itself with any noise or obvious failure. Instead, carpet performance simply drifts downward over weeks or months, because part of the airflow meant to travel through the brush roll opening is quietly leaking in around the edges of the plate instead.
Because it costs little and takes only a minute to swap, it is worth installing new any time the plate comes off for a belt change rather than waiting for a noticeable drop in performance to prompt it.
