This is the control circuit board for Tacony-built central vacuum power units in the BF4, BF6 and CI4 series, ordered as part TC-PC46BF.

This board sits between every wall inlet and the drive motor, deciding when the motor should turn on. Each inlet valve carries a low-voltage sensing loop, and inserting a hose closes that loop, telling the board to energize the motor; pulling the hose back out opens the loop again and should cut power. Once that sensing path fails, two symptoms are typical: nothing responds no matter which inlet you plug into, or the motor comes on but keeps running after the hose is disconnected.
