The collar on a Bissell extraction wand is the joint that locks the wand sections together, and this is the replacement, part 0102509, also listed as 010-2509. Our fitment data has it on the Bissell 1901.
You feel a worn collar before you see it. The joint goes slack, the sections twist against each other, and the tool at the end pulls noticeably weaker because air is being drawn in at the joint instead of through the nozzle. On a carpet extractor that shows up as poor water recovery, with the wand leaving carpet wetter than it should.
A new collar pulls the joint tight and airtight again. Check the wand tubes themselves for wear while you are fitting it, because if a tube has gone oval where it seats, a new collar will not hold it either.
