Reclining a Bissell 1739 or 2019 upright depends on a small detent release at the handle pivot, the piece that lets the handle drop into cleaning position and then locks it there instead of letting it flop loose. Most owners never think about it until it stops working, at which point the handle either will not recline at all or will not stay down once it is there.
This part takes load in two directions with every use: the push that releases the detent, and the snap-back force as the handle locks into its next position. That repeated cycling eventually cracks the plastic around the detent tooth or rounds the tooth itself until it stops catching cleanly. Once that happens the handle slips out of position mid-clean, or will not lock upright when the machine is parked for storage between uses.
