The Riccar Brilliance and Simplicity Synchrony upright lines use an electrostatic secondary filter, part B480-5500. The media holds its own static charge, drawing fine dust particles toward it as air moves through, so it traps more per pass than an untreated foam pad of the same size while still letting air move freely.
This filter sits in the secondary position, working on air that has already passed through the bag. Change it on the same schedule as your bags, since the static charge in the media cannot be renewed and effectiveness simply drops as the filter fills.
A secondary filter that has gone past its service life tends to show up as a slow loss of suction rather than a sudden one, so it is easy to attribute the drop to the bag alone and miss this filter entirely.
